History of Special Operations Command

The Nigerian Navy Special Operations Command (NN SOC) was promulgated vide Nigerian Navy Order (NNO) 09/25 and is commanded by a Flag Officer Commanding Special Operations Command (FOC SOC) who is of the rank of a Rear Admiral. The Command Headquarters is located at Makurdi.


The complex nature of the Nigerian Navy (NN) operating environment has necessitated strategic actions to mitigate limitations of NN operations in tackling security challenges beyond the traditional maritime environment. Notably, the NN Total Spectrum Maritime Strategy (TSMS) requires the Service to undertake operations at sea, in the littorals and on land.


To this end, the NN deploys the NN Special Boat Service (NNSBS) among other Special Forces (SF) units in support of joint efforts to counter land-centric security threats. However, existing NN operations command structures have not sufficiently coordinated the Service's land-centric operations in support of national security imperatives.


The need to unify these specialised functions necessitates the establishment of the NN Special Operations Command (NN SOC), with the mandate to coordinate and harness all NN's special operations competencies in line with the TSMS.

Pioneer Flag Officer Commanding Special Operations Command

Rear Admiral Olusegun Olukunle Soyemi was born on 1 July 1971 and hails from Agege Local Government Area of Lagos State. He attended the Federal Government College Ijanikin, Lagos State, before proceeding to the Nigerian Defence Academy as a member of 42 Regular Course (RC). He was subsequently commissioned into the Nigerian Navy (NN) as a Sub Lieutenant in 1995.

The senior officer has attended several courses, including: Sub-Lieutenant Technical Course; Officers Long Course in Nigerian Navy Ship QUORRA Apapa; Junior and Senior Staff Courses in AFCSC Jaji; Joint Military Attache Course in Defence Intelligence College Abuja; and National Security and War Course at National Defence University Pakistan.

He also holds a BSc (Hons) Degree in Mathematics from NDA and an MSc in National Security and War Studies from the National Defence University Pakistan.

Rear Admiral Soyemi has held several appointments both ashore and afloat. Notably, he was Watch Keeping Duties Officer onboard NNS EKPE Liberia, Navigating Officer NNS LANA and NNS NWAMBA, Military Observer United Nations Mission in Sudan, Instructor NNS QUORRA, and Directing Staff AFCSC. He also served as Assistant Director Personnel Release NHQ, Chief Instructor Charlie Division AFCSC, and Executive Officer NNS PATHFINDER.

He was a member of the pioneer Directing Staff at the Naval War College Nigeria and Deputy Director Policy NHQ. Rear Admiral Soyemi also served as Directing Staff and later Director Curriculum and Programmes Development at the National Defence College, Abuja, before moving to the Eastern Naval Command as the Fleet Commander. He was also the Director Policy NHQ as well as Chief Staff Officer Central Naval Command. He served briefly as the Director Peace Keeping Operations at the Naval Headquarters before assuming office as the pioneer Flag Officer Commanding the Special Operations Command on 7 July 2025.

The senior officer is decorated with the prestigious Passed Staff Course (dagger), Forces Service Star, Meritorious Service Star and Distinguished Service Star in recognition of his unblemished service to the Nigerian Navy and the Country. He is a Distinguished Fellow of the Naval War College Nigeria as well as the National Defence College. He is also a Member of the National Institute of Management and National Institute of International Affairs.

Rear Admiral OO Soyemi is happily married to Mrs Adeola Soyemi and they are blessed with children. In his leisure time, he enjoys reading, listening to music, driving and keeping up to date with technology.

Command Mandate

Core Objective

The Special Operations Command is to ensure coordination of all NN special warfare and special operations activities across various operating environments.

Command & Control

Provide Command and Control of NN special operations capabilities to strengthen the Service's operational posture in support of Nigeria's national security objectives.

Total Spectrum Maritime Strategy

Coordinate and harness all NN's special operations competencies in line with the NN Total Spectrum Maritime Strategy (TSMS).

Key Responsibilities

Coordination of Special Operations

Coordination of all NN special operations including support to sister Services in the conduct of land-centric operations.

Crisis & Conflict Response

Support of national efforts in addressing crises and conflicts, including terrorism, sabotage and insurgency.

Raid & Reconnaissance

Conduct of raid and reconnaissance missions in support of national security objectives.

Explosive Ordnance Disposal

Conduct of Explosive Ordnance Disposal (EOD) operations to neutralize explosive threats.

Rapid Deployment

Provision of quick reaction force and rapid deployment capabilities for emergency situations.

Maritime Expeditions & SAR

Support of NN maritime expeditions, including search and rescue (SAR) operations.

Humanitarian Assistance

Conduct of non-combat operations such as humanitarian assistance and disaster relief.

Force Protection

Force protection for naval bases and protection of critical national infrastructure.

Military Aid

Provision of Military Aid to Civil Authority (MACA) as well as Military Aid to Civil Power (MACP), particularly on land-based Internal Security Operations.

Special Forces Capabilities

The NN Special Operations Command oversees and coordinates the Nigerian Navy's elite special operations forces, including the NN Special Boat Service (NNSBS) among other Special Forces (SF) units. These units are deployed in support of joint efforts to counter land-centric security threats and operate across three domains as required by the Total Spectrum Maritime Strategy.
